The diving is spectacular in both locations.  Most of the diving is in a protected marine sanctuary. On one of my visits to the Philippines I was able to see my first sighting of a pigmy seahorse.  After every dive we would be so excited sharing the unusual sea life that we had seen.  It is amazing the creatures you will encounter in these warm waters.  From seahorses of many sizes, frog fish, scorpion fish, ghost pipefish, numerous beautiful nudibranchs, cuttlefish and so much more.  Then in the evenings the knowledgeable staffs will share their photos and give classes on the unique sea creatures that live in their waters.  Apo Island by Dumaguete is a must see.  Enjoy a full day of 3 tank diving from the large comfortable covered boats.  In between dives they will serve you a delicious feast for lunch.  The reefs at Apo Island are very colorful and healthy with an abundance of sea life.  I have had divers ask that when they go back to Dumaguete can they do all their diving at Apo Island, that is how beautiful this dive is.
